Artists signed to pay for video production of your own music?

I heard one of my friends, but I can not believe. I guess the record company, if the artist had a budget of some sort, that will own the video rights anyway. Any person who is very Indeed, I would appreciate a response.

The record company estimates the cost of making a music video of part of the budget allocated to a group, which means that the coffers of the band.
